Garage door permits in Ocala and Marion County: who permits what, and what the ARC wants
Repairs need no permit. A new door needs one from whichever building department covers your address, installed by someone the County has tested, with a product approval and a label. And in most communities south and west of the city, an architectural committee gets a say before anything is ordered. Here's the whole map.
What needs a permit and what doesn't
No permit: springs, cables, drums, rollers, hinges, tracks, bottom seals, weather stripping, panel and section replacement on an existing door, openers, sensors, remotes and keypads, garage screens in most jurisdictions. These are repairs and maintenance. Permit required: a new garage door, a full door replacement, enlarging or changing an opening, and structural changes to the header or jambs. The reason is wind: a new door is part of the building envelope and the Florida Building Code requires it to meet a design pressure for the opening, which the permit reviewer confirms and the inspector checks.
The 2026 exemption law, and why it doesn't cover doors
Florida's CS/HB 803, effective July 1, 2026, exempted some residential work from permits and created an owner/contractor exemption for work under $7,500. The City of Ocala's Growth Management Department published a notice on exactly this: the replacement of doors and windows, like roof work, constitutes structural repair or alteration that still requires City permitting and inspection, the products require DBPR Florida Product Approval under F.S. 553.842 and F.A.C. 61G20-3, and the under-$7,500 exemption does not apply to structural work. In plain terms, a new garage door in Ocala is permitted the same way it was before the law.

The County competency card
Florida does not license garage door work at the state level. Marion County Building Safety's contractor licensing page lists "garage door installation" and "window and door installation and maintenance" among the trades that require a local competency card, obtained by passing an exam in the trade, business and law, and it checks the license on every permit. Owner-builders may permit work on their own one- or two-family home, but a contractor installing a door for you must hold the card. Ours do, and the permit is pulled under it. For repairs, which aren't licensed by anyone, the thing to ask any company for is the certificate of insurance.
Product approval and the label
Every new door needs a Florida Product Approval number, the state's record that the door model was tested to a design pressure under ANSI/DASMA 108 or ASTM E330 and is manufactured as tested. The permit application lists it; the inspector looks for the permanent label on the installed door with the positive and negative pressures. Keep the label on the door and a copy of the approval in your insurance file; a wind mitigation inspector will ask for both.
What the architectural committee wants
Permits are the government's question; style is the community's. The Villages' community development districts each publish an Architectural Review Committee manual that governs exterior changes, including garage doors and, in most districts, garage screens. On Top of the World, Stone Creek, Oak Run, Spruce Creek, Stonecrest, Fore Ranch, Heath Brook and most newer subdivisions have HOA architectural standards with the same reach: style, color, windows and sometimes hardware. The committee wants the door's spec sheet, a color sample and sometimes a photo of the house. We submit before ordering and don't install until the approval comes back; a door that skips this step becomes a deed-compliance letter.

Common questions
Do I need a permit to replace a garage door opener?
No. An opener is an appliance; it's a repair-level job. The door itself is the permitted item.
What about replacing one damaged section?
No permit. It's a repair to an existing door. If the door is being replaced entirely, yes.
Can I pull the permit myself and have you install?
Owner-builder permits exist for your own home, but the owner then takes the contractor's responsibilities, and most insurers and ARCs want a licensed installer's permit. We pull it under our installer's card; it's simpler and the inspection goes smoother.
How long does a permit take?
City and County residential door permits are usually quick, often days, and the inspection is scheduled after the install. We give you the timeline when you approve the estimate.
Does the ARC have to approve a like-for-like replacement?
In most communities, yes, if the style or color changes at all, and many want to see any new door regardless. We check your district's or HOA's manual.
What if a company offers to install without a permit?
Walk away. An unpermitted door has no inspected wind rating, can be flagged on a sale or an insurance inspection, and may have to be redone. The permit is cheap compared with that.
